Organizations with structural problems are focused on their individual outcome, their own results. This is the same for people within an organization. People are focused on their personal roles and responsibilities, their own results. They manage their functions individually while they should be managed as steps in a well-integrated system—the entire organization.

Organizations with a dynamic problem is all about the decision latency when problems occur in the organization or within a process. I’m sure you have already experienced yourself that when certain problems pop up, they are treated—read ignored—as unavoidable nuisance in your process to get it done. These struggling organization are inherently not dynamic: arising problems do not provoke change in struggling organizations.
